What it runs into
A legislature produces one continuous record and keeps it in pieces. Hansard sits with the reporters, order papers with the clerks, bills with a committee, and the committee’s own papers with whoever ran the sitting. Nothing is wrong with any one of them. The problem is that no two agree, and answering a question that crosses them is a job for a person with a memory rather than a search.
What is being deployed
Parliament Command puts those four on one record. Hansard, order papers, bills tracking and committee administration stop being separate systems that have to be reconciled and become one thing with four views of it. What a member asked in committee, what the order paper said that day, and what the bill said before the amendment are the same record seen from different angles.
How
Take the record as it is
Command builds on the systems of record already in place rather than replacing them first and migrating later. The existing Hansard and the existing order papers are the starting point, not an obstacle.
Connect the four
Hansard, order papers, bills and committee administration are joined so a bill carries its own history: every sitting it appeared in, every committee that held it, every amendment against the text it amended.
Open it to the House
Members, clerks and committee staff work from the same record rather than from four copies of it, each held by the office that made it.
