What it runs into
Every legislature believes its procedure is unlike anyone else’s, and in the detail that is true. The order of business, the committee structure and the conventions differ. What does not differ is the shape underneath: a record of what was said, a record of what was scheduled, a record of what is being legislated, and a record of who considered it.
What is being deployed
Parliament Command deployed a second time, against a different procedure, on the same core as the first. That is the whole argument for building an architecture rather than a catalogue: the second deployment is not a second product.
How
Same core, different procedure
The core does not change between deployments. What changes is the configuration on top of it: the order of business, the committee structure, the conventions of the House.
What was learned in the first goes into the second
Two deployments of the same product on the same core means improvements made for one are available to the other, rather than being trapped in a bespoke build.
